Crypto conglomerate DCG has warned the Senate that failure to pass the act risks losing competitive ground to Singapore and the UAE. Some lawmakers have expressed hopes for a vote by the following week, though the bill has not advanced to a vote as of the latest reporting.
The banking lobby has emerged as a primary obstacle to passage. The Clarity Act has partly stalled this year due to resistance from banking sector representatives, who have engaged in discussions about the bill's provisions with key stakeholders.
Regulatory and International Context
SEC leadership has signaled openness to crypto market structure clarification. However, disagreements persist on specific regulatory frameworks, particularly around derivatives. Wall Street veteran Don Wilson, CEO of DRW, has publicly stated that regulators are mischaracterizing perpetual futures as inherently risky gambling tools rather than legitimate trading innovations, suggesting ongoing tension between industry and regulatory interpretations of derivatives regulation.
