Legislative and Executive Branch Developments
SEC Chair Paul Atkins has publicly stated that the Clarity Act is expected to pass this month, representing a significant near-term milestone for cryptocurrency regulatory clarity in the United States. Atkins has maintained momentum on crypto regulation despite earlier delays in parliamentary votes. Industry groups including The Crypto Council for Innovation, Grayscale, and a16z have concurrently urged the SEC to preserve existing fund classifications and streamline reviews for new cryptocurrency exchange-traded products, signaling ongoing dialogue between regulators and market participants on implementation details.
Separately, Ondo has petitioned both the SEC and CFTC to bring U.S. stock perpetuals onshore, arguing that existing securities laws can accommodate perpetual futures tied to individual stocks. This proposal reflects industry efforts to channel derivatives activity currently conducted offshore into regulated U.S. frameworks.
