Legislative Deadlock on Market Structure
The Crypto Clarity Act, a comprehensive market structure bill designed to establish regulatory jurisdiction between the SEC and CFTC, remains stalled in the Senate as lawmakers approach a month-long recess. According to reports, revised ethics rules tied to the legislation have been sent to the White House, indicating ongoing negotiations over key provisions.
Republican Senator Cynthia Lummis has publicly blamed Democrats for obstructing passage, stating the bill could have advanced months earlier. Treasury Secretary Scott Bessent has joined calls for immediate Senate action, citing the legislation as essential market infrastructure and invoking Bitcoin creator Satoshi Nakamoto's principles in his appeal.
The Major Cities Chiefs Association, a professional law enforcement group, has added its support to the bill, signaling backing from law enforcement for clearer crypto regulatory frameworks. However, JPMorgan analysts have noted that deteriorating prospects for the legislation represent a key headwind for digital asset outlook, despite continued institutional adoption and tokenization trends.
