Legislative Status: Clarity Act Momentum Under Pressure
The Crypto Clarity Act, a comprehensive crypto market structure bill, faces significant timing pressure as the Senate approaches a month-long recess, with sources indicating the legislative window is rapidly closing. Treasury Secretary Scott Bessent has publicly urged immediate Senate action on the bill, invoking Bitcoin creator Satoshi Nakamoto in his appeal. Republican Senator Cynthia Lummis has criticized Democrats for stalling the legislation, asserting the bill could have passed months ago.
Support for the measure has expanded beyond crypto advocates. The Major Cities Chiefs Association, a professional law enforcement group, has endorsed the Clarity Act ahead of the August recess, adding institutional backing to the push for passage. However, financial institutions including JPMorgan have noted that deteriorating prospects for the legislation remove a key catalyst for digital asset growth, suggesting market participants view passage as increasingly unlikely.
